As the treasurer of the Currituck County Republican Executive Committee (REC), Stuart Innes, current candidate in the primary election for the District 4 Commissioners’ seat failed to file campaign finance reporting for the group in the prescribed time frame, resulting in a $500 fine levied against the Currituck County REC.
The NC State Board of Elections issued a “Notice of Noncompliance” (dated November 21, 2019) to Stuart Innes, then treasurer of the Currituck County REC (Republican Executive Committee).
The notice cites Innes for failure to file the organizations 2019 Mid Year Semi-Annual Report by the filing date. Innes was given 20 days from the November 21 date to file the proper paperwork. In the event that the paperwork was not filed by that date, the Currituck REC would have their active status terminated. According to the letter, a terminated status would render the committee ineligible to receive or make contributions until the committee has filed the delinquent campaign finance report AND satisfied any late filing penalty pursuant to NC General Statutes.
A subsequent penalty assessment letter was sent to Innes, dated November 21, 2019.
The penalty assessed against the Currituck Republican Executive committee, and billed to Innes, was $500 for non compliance in submission of the groups 2019 Mid Year Semi-Annual Report.
As a result of Treasurer Innes’ failure to comply with campaign finance filings for the group, the Currituck REC paid a $500 by check drawn on TowneBank Currituck, bearing Innes’ signature, and dated December 10, 2019.
The NC State Board of Elections shows a receipt of payment on December 12, 2019.
Further correspondence dated December 10, 2019 from the Currituck County Republican Party to the NC State Board of Elections acknowledged receipt of the notice of non-compliance. According to the letter, written by Steven Craddock, then chairman of the Currituck GOP, Innes resigned as treasure for the Currituck REC on October 10, 2019, after our Party found out that he had not submitted the forms to your entity as required.”
Craddock continues that the required forms were completed on October 14, 2019 and sent on October 15 via regular mail to the NC State Board of Elections.
Innes’ resignation email dated, October 9, 2019 was attached to Craddock’s letter. In his email he cites a “work life which keeps me very busy” adding that he has “taken on additional responsibilities with my father (Brian Innes) and his business. The email was sent to Steven Craddock, then chairman of the Currituck GOP.
Innes was elected Treasurer of the Currituck GOP at their March 2019 convention, and subsequently resigned in October, 2019. One responsibility of the organizations Treasurer is filing of quarterly financial reports with the NC State Board of Elections. Innes failed to comply with and meet filing deadlines, which ultimately cost the local GOP group a $500 fine.
