Two of the three candidates running for the At Large commissioners seat in the March 3, 2020 Republican Primary were not required to file first quarter campaign finance reports on the February 25, 2020 deadline date.
Incumbent Mary “Kitty” Etheridge of Shawboro and challenger Daryll Lee Hood of Grandy, did not spend or raise in excess of the $1,000 filing threshold for quarterly campaign finance reports.
According to Etheridge’s Facebook page, her expenditures were as follows:
- Office Depot – $57.65
- Vistaprint – $201.49
- Signs (Reused from 2016) – $150
Etheridge, retired Currituck Elections Director who was first elected in 2016, by posting “… my clothes and gas $0; machines for making campaign clothes, $0. My contributions from individuals, none, self funding! No out of state contributions and certainly no contributions against someone’s vote or stance!“
By comparison, one of her opponents for the At Large seat, Fred Whiteman, of Moyock, spent $14,400 on various items including clothing, signs, and other items. Whiteman raised $11,900 in donations from 4 donors\, while contributing $4,250 of his own funds to his campaign.

Daryl Lee Hood, of Grandy, a third candidate running for the At Large commissioners’ seat, was also not required to file 1st quarter campaign finance reports – staying below the $1000 threshold.
Throughout Currituck County, presence for Hood’s campaign has been minimal, with a few large 4×4 campaign signs, along with a few roadside yard signs.
